Banner HR/Pay Front End Project
Project Background and Mission
Since the implementation of the Banner HR/Pay module in December 2003, there has been a notable increase in work
effort associated with processing HR/Pay transactions. An analysis of transaction processing in Banner revealed
that there are 3.7 times more fields to maintain in Banner compared to legacy. Unfortunately, the increase in the
amount of data required cannot be reduced.
The transactions identified as being the most problematic include new hires, separations/terminations, leaves, and
job and labor distribution changes. The increase in work effort has resulted not only from the additional data elements
that are required for each transaction, but also the number of screens that need to be accessed. In addition, the work flow
constraints within Banner increase end-to-end processing time for transactions (outside of data entry) significantly.
Due to the complex nature of issues that contribute to the increased end-to-end processing time, it was decided by HR/Pay Leadership
to embark on a formal initiative to objectively identify problems and potential solutions. A Stage I ITPC proposal was submitted for support
by the ITPC to embark on further research into the root processing issues and appropriate resolutions.
A formal HR/Pay Transaction Processing Improvement Initiative was launched in June 2004, six months post implementation. This initiative consisted
of an Advisory Team, made up of HR practitioners across the campuses and a Steering Team, consisting of the HR/Pay Leadership.
Under the leadership of John Loya, Associate Vice President for Human Resources, Mercer Human Resource Consulting facilitated these two groups
through problem identification workshops, resulting in identification of 22 problems within 5 overall categories.
During these workshops, multiple sources of data were reviewed to inform and quantify the problems associated with processing transactions using Banner.
The result of the prioritization activity yielded a top priority - the need for a more efficient user-interface to capture the data required by Banner for HR/Pay transactions.
Project Description
The Banner HR/Pay Interface Design Project will design, build, test and implement a “front-end” application that enables the capture of transactional HR and Payroll data more efficiently
than the current application.
This application will provide a more efficient and structured method for entering data related to the following transactions: New Hires, Separations/Terminations, Job Changes,
and Position Creation and Maintenance.
In a meeting of the Advisory Teams from each campus, on April 20th, 2005, a list of priorities for the project were identified. These priorities are:
