Pre-Design Phase

The Pre-Design phase is the first phase of the Front End project. This phase started in December 2004 as a result of the HR/Pay Transaction Processing Improvement Initiative that was lunched in June 2004.

The Pre-Design phase is divided into four main areas

  • Organizational and Staffing to Support HR Transactions
  • Business Process Design
  • Data Accountability

The following deliverables were produced during the Pre-Design phase.

  • Organizational and staffing models identified
    • University HR – assign responsibility for HR activities
    • Campus Units
      • Determine accountability for each level of the campus organization
      • Determine service model for HR/Pay processing (college vs. consolidated service centers)
  • Campus user representation mechanism constructed
    • Support decentralized approval/processing of personnel actions
    • Differentiate between “campus owned” and “University HR/Payroll owned” transaction processing requirements
    • Current processes mix approval processing (campus) with transaction processing (defined by HR)
  • Process streamlining recommended
    • Improve campus approval workflows
    • Improve University HR approval workflows
    • Improve campus transaction processing workflows
    • Improve University HR transaction processing edits and controls
  • Data integrity requirements defined
    • Who enters data required by HR?
    • Who verifies accuracy of data?
    • What are the workflow requirements for –
      • Direct entry by unit
      • Unit to college (or service center)
      • Unit to provost
      • College or service center to provost
    • What levels of review must occur at campus level? What documentation is needed?
